Russia has carried out an act of aggression towards Ukraine. Russian troops have entered Crimea. Thus we take it upon ourselves to inform you about the events in Ukraine. We will provide you with yet another viewpoint regarding this conflict. We will do our best to remain fair and objective. March 9 – “Steps to annex Crimea to Russia would close any available space for diplomacy between the US and Russia”, – stated US Secretary of State John Kerry during his telephone conversation with Minister for Foreign Affairі of Russian Federation Sergey Lavrov.

March 9 – NATO states: the US, Romania and Bulgaria are beginning special military training at the coast of Ukraine.

March 9 – The leader of Ukrainian community of Crimea has been kidnapped.

March 9 – Ukrainian frontier post has been occupied by Russian servicemen in the village of Chornomorske, Crimea. All Ukrainian military regiments in Crimea have been completely blocked by the Russian army. From time to time, Russian servicemen are presenting Ukrainians with an ultimatum to surrender. From time to time Russian occupation troops and pro-Russian separatists try to attack Ukrainian military regiments. Not a single Ukrainian regiment has surrended to the Russians.

March 9 – Flagship “Moskva” (a guided missile cruiser) of the Black Sea Fleet of the Russian Navy is heading for Ukraine’s mainland aiming to demonstrate Russia’s military presence close to military exercise location of the US, Romania and Bulgaria Navy. Military exercise is due to start on March 10th.

March 9 – Russia is strengthening its military presence in Crimea by transferring its 18th Independent Motor Rifle Brigade from Chechnya. Russia is also increasing the number of servicemen in Moldova’s region of Transnistria (the region is controlled by Russian troops) – during the last 24 hours 700 servicemen of special mission units have been transported to this region of Moldova.

March 9 – A rally was held near the monument to Ukrainian poet Taras Shevchenko in Simferopol. Rally participants have protested against the referendum on Crimea’s separation from Ukraine, which is scheduled for March 16th.

March 9 – A scuffle happened between pro-Russian and Ukrainian activists during the rally held to celebrate 200 year anniversary of Taras Shevchenko’s birth in Sevastopol.

March 9 – Pro-Russian activists have occupied Regional State Administration in Luhansk.

March 9 – Many journalists have been detained in Crimea and transported to Sevastopol.

Well, now it's Ukraine's turn. In five and a half years after 08.08.08 war against Georgia, the Russian troops, mimicking the so-called Crimean self-defense, have invaded the sovereign territory of Ukraine and are trying to establish occupation regime on the peninsula. So far these attempts are confined within Crimea only.

Yes, they might be still dragging the legal guise behind, but fundamental norms on international law are violated.  The Ministry of Foreign Affairs of Ukraine has already clearly stated the fact, while Vladimir Putin at his March 4, 2014 press conference acknowledged it. Anyway, there are quite substantial words by the Russian president on the Russian Federation's denial of undertakings established by the 1994 Budapest Memorandum.   By the way, if even Moscow recognizes that Ukraine is now "a new state", let's prove it and build a really new efficient state (undoubtedly being a legal successor of the "old" Ukraine, primarily in the international obligations sphere).

The current operation, undoubtedly plotted beforehand, shall be considered as another implementation stage of Russia's policy towards Ukraine, that is coercion to fraternity. I'd remind, that this strategy has been unswervingly pushed through for the last 5-7, if not 10 years.

Let be, that on March 2, 2014, two days after operation launch, Russian President Vladimir Putin in a phone conversation with German Chancellor Angela Merkel basically agreed to the monitoring mission departure to Crimea, and the next day ordered to complete large-scale military exercises in the Western and Central  military districts and return armed forces units to their permanent dislocation places. It's too untimely to hail the victory, the operation continues. Obviously, the analysis of the course and results of Russian activities as well as Ukrainian response is still to come, however several very important conclusions might already be made.

First, the Russian system of influencing the policies and economy of Ukraine hit its bottom. For the first time in these 23 years the Kremlin cannot rely on the efficiency of available leverages and decides to apply the last argument, that is military force. The question who won't Moscow just wait and repeat the successful experience of 2005, when revolutionary leaders got dragged into quarrels over power and allowed to restore Viktor Yanukovych, has quite a simple answer. Moscow cannot shoot Yanukovych anymore, he's already spent, Mr. Putin made it clear; other negotiable partners do not meet all the demands.   However, there are other reasons not to be neglected.

It's highly questionable how important is the psychological factor (the so-called "lost contact with reality", as Ms. Merkel smartly put it), and how much of pragmatic circumspection there is. Only one thing is clear: this is the battle not only for the future of Ukraine, but also for the future of Russia. Vladimir Putin fights for Kremlin and is, unfortunately, supported by many Russians. According to the data from some Russian sociological agencies (whose credibility is, nonetheless, uncertain) even in Moscow 51% of citizens support the invasion. Even wannabe liberals, for example, former head of the Kremlin administration A. Voloshyn, supported the invasion. However, he's used to such sort of things. After nuclear bomb threats during Tuzla crisis of 2003  his current statements are an easy bit.

Second, the stand and the response of Western countries is not a great concern for Kremlin chiefs. Surely, Russia's being expelled from G8 is unpleasant, but bearable, as well as targeted economic sanctions, which are not to be implemented immediately, if at all. Moderately stern response of the West, with the exception of almost improbable military intervention, is in a certain sense a facilitator for the Russian citizens consolidation around their current leaders. The distorting mirror of Russian propaganda supports conspiracy theories about international plot against Russia. Upon external threat Vladimir Putin from a controversial person turns into the sole defender of the country. Don't change horses in the midstream. This assumption prevails over all other ones.

Third, Russian regime is undergoing deep transformation. Russia is out of resources to maintain "velvet authoritarianism" ever further. They are mostly sacked or spent up. We can witness, how the regime is getting  more brutal, approaching the historical examples the very mention of which makes our blood run cold. Surely, Russian police was never a paragon of humanism towards the protesters,  but arresting people for a handmade poster "Peace for the world" is an unnerving novelty even for Moscow. Russian propaganda was never scrupulous. But the psychosis raging today surpasses even the Brezhnev times. Hundreds of thousands of Russian-speaking refugees tortured in Luhansk, Lvov and other "Banderivtsi subways" is a brand new phenomenon. If Napoleon had Pravda or RTR channel, France would never have got to know about Waterloo.

Fourth, the fact that Russians, duped with their own propaganda, have a vague notion of the situation in Ukraine, was proven once more. The myth about the two Ukraines, about beep, albeit civilization difference between Lvov and Donetsk, on the desire of Eastern and Southern Ukraine to become a part of Russia, on the absence of the Armed Forces in Ukraine and many other illusions are a driver of Russians' actions. The aggressor looked forward to red carpet and flowers, and rejoicing crowds, but even in Crimea faced a very apprehensive attitude. Of course, many people celebrate the Russian troops, not less of them are outraged, while the majority is fearful and hiding.  Ukrainian Armed Forces demonstrate fortitude and toughness. If the most pro-Russian region of Ukraine is like this, what should be expected from the other regions? 

The example of legal grounds behind the invasion is blatant as well. Having no single fact of Russian-speaking population rights violation in Ukraine, Russian Ambassador to the UN V. Churkin  quoted the invitation from Viktor Yanukovych whom the Russians still see as the President of Ukraine. Meanwhile, they were too lazy to analyze Ukrainian laws. The Constitution of Ukraine and the Law "On the Procedure of Foreign Armed Forces Admission onto the Territory of Ukraine" stipulate that the President's decision on the admission shall be legally valid only if approved by the Verkhovna Rada, whose legitimacy was recognized by Vladimir Putin himself. The same law envisages that in the event of interference with the domestic affairs of Ukraine these foreign armed forces  must be immediately removed from the territory of Ukraine. Thus, Yanukovych's statement must be considered as a politically and legally void appeal from an individual to the state bodies of Russian Federation.

Fifth, the operation plotted and planned as a reconnaissance in force is unwillingly and rapidly exceeding its initial restricted scale. The Russians, maybe unwittingly, made a decisive step in Ukraine and involved a good share of their hidden reserves. There is an acute shortage of power, so they have to give out many stashed resources. Military staff and opportunities prepared for decades, are being wasted in a week. This is a combination of arrogance, traditional haphazardness, contempt of Ukrainians held as an inferior nation, understanding that the conflict evolves into a decisive phase… 

The Russian President deserved a specific appraisal, as he formed an universal criterion for Ukraine. there are no more secondary nuances and the things get crystal clear – whom do you support, the masters of policy, safety and culture? Ukraine or Putin? And conventional formulas get null – there is only one question. 

It's a good old "hit-or-miss" game. Stopping and retreat, in addition to obvious external and internal political losses, will mean serious undermining of already weak positions for Russian influence in Ukraine. I would say it again, it is quite unlikely that the events would not turn critical and remain limited to establishing the control over Sevastopol or Crimea. The attempts to grasp control over a bigger territory are possible and even plausible.  But the Russian positions will get even weaker till the next attempt.

As of the moment of writing this article it's not clear if there will be a pause after ultimate overcoming the peninsula, and for how long. but the forces will obviously be regrouped and Putin would launch a new attack. The operation will halt where it faces the resistance. The Russians will go that far, as they are allowed to go. At the moment the Russians are presumably stuck in Crimea, blocking Ukrainian military units. But Crimean Tartars  did not make their move yet…

Sixth, the Russian doctrine implemented in this conflict gets more and more obvious. It is based on using puppet structures to do the actions mirroring Maidan technologies. In Ukraine Russians try to  work through the feigned self-defense forces of Crimea and southeastern Ukraine. The structures pretending to be independent, but backed up by the Russian forces seize administrative and other objects, block Ukrainian military units. That's what V. Putin said on his press conference.

The "Independent Crimean state" within the legal framework to formed by March, 30 referendum is expected to be formed in the shortest outlook. This state will have its own army, recruited from Russian soldiers and local collaborationists, which is going to act against Ukraine. Russian forces would lurk in shadows, as Moscow is very well aware of the fake nature of the legal grounds for invasion. Crimean collaborationist S. Tsekov statement dated March 3, claiming that Kherson, Nikolayev and Odesa oblasts want to join the Crimea, fit this scenario perfectly. The same does the Russian travelling circus trying to capture administrative buildings in Southern and Eastern regions.

Crimean Tartar line is very interesting, as Russians involve in this matter not only Kazan Tartars, but even Chechens. Ramzan Kadyrov's role in the Russian politics is not decreasing, so what's gonna be there as the state policy weakens? Hey, ye Orthodox community!

Seventh, Russians are still trying to avoid shooting. There are some chances for peaceful resolution of the conflict. This chance must be used. Well, the Russians do not recognize the new government, they are brutally arrogant, but the dialog is necessary. And actions taken by Ukrainian government and Ministry of Foreign Affairs deserve the most profound respect. Restoring the negotiations with Moscow is ultimately important. They may be initiated on condition of the Russian troops withdrawal to their dislocation sites and discontinuation of separatist forces support . Only after that all other matters need and must be discussed, as no one could deny the existence of substantial Russian interests in Ukraine. A compromise must be sought on the basis of mutual observation of national interests. Time will tell, to what extent this compromise is possible.  

And last, but not the least. On-going events have proven that Ukraine do has Armed Forces. They can resolve extremely difficult assignments in very strenuous conditions. Security service officers act is vigorous and successful manner.  The state's priority task is to build the efficient security sector on the existing basis which would be able to reliably safeguard the national security. We have full potential to do so.

La Russie a commis un acte d’agression contre l’Ukraine. Les troupes russes sont entrées en Crimée. Par conséquent, nous voulons vous présenter des informations sur les événements en Ukraine. C'est un point de vue de plus. Nous essayerons d'être objectifs.

Le 9 mars - Si la Russie ne cesse pas son intervention en Crimée, les relations diplomatiques entre les Etats-Unis et la Russie ne seront plus possibles – déclaration du Secrétaire d’Etat américain John Kerry au cours d’une conversation téléphonique avec le Ministre russe des Affaires étrangères Sergueï Lavrov.

Le 9 mars – Les pays de l’OTAN – les Etats- Unis, la Roumanie et la Bulgarie  - commencent des manœuvres militaires d’urgence près des côtes de l’Ukraine.

Le 9 mars – Le leader de la communauté ukrainienne de Crimée a été arrêté et enlevé à Simferopol en Crimée.

Le 9 mars - Des troupes russes ont saisi le poste frontière ukrainien situé dans le village de Tchornomorske en Crimée. Toutes les sections militaires ukrainiennes sont bloquées par les troupes russes. Périodiquement, l’armee russe leur lance un ultimatum. Périodiquement, les forces d’occupation russes et pro-séparatistes essaient de prendre d’assaut les troupes ukrainiennes. Aucune unité militaire ukrainienne ne s’est rendue aux russes.

Le 9 mars - Le vaisseau amiral russe de la Flotte de la mer Noire – le croiseur lance-missile téléguidé « Moskva » se dirige vers la partie continentale de l’Ukraine. Le but - démontrer la présence militaire russe près de la zone des manœuvres militaires de la Marine americaine, la Roumanie et la Bulgarie qui commencent le 10 mars.

Le 9 mars – La Russie renforce sa présence militaire en Crimée ; elle y envoie la 18ème Brigade d’Infanterie motorisée de Tchétchénie. D’autre part, la Russie renforce sa présence dans la région moldave de Transnistrie qui se trouve sous son contrôle. Depuis 24 heures, 700 soldats des forces spéciales sont arrivés dans cette région de Moldavie.

Le 9 mars - Une grande manifestation a eu lieu au monument au poète ukrainien Taras Chevtchenko à Simferopol. Les participants ont protesté contre le référendum du 16 mars sur la séparation de la Crimée de l’Ukraine.

Le 9 mars – Lors de la commémoration du 200ème anniversaire de Taras Chevtchenko à Sébastopol, une bagarre a éclaté entre les militants pro-russes et ukrainiens près du monument Chevtchenko.

Le 9 mars – Les militants pro-russes ont occupé l’administration régionale à Luhansk.

Le 9 mars – En Crimée, les journalistes sont massivement détenus et expulsés vers Sébastopol.

 

Volodymyr Poselsky: Pourquoi le référendum autoproclamé par les nouvelles autorités de Crimée ne peut pas être qualifié de scrutin d’autodétermination démocratique ?

 

Sans parler du fait que l’organisation des référendums locaux est formellement interdite par la législation ukrainienne, nous pourrions poser la question de la légitimité de ce référendum en tant que scrutin d’autodétermination des habitants de Crimée.

Premièrement, il faut souligner que le référendum ne propose pas l’option du maintien du statu quo actuel. Les électeurs doivent en effet choisir entre l’option d’un rattachement de la péninsule de Crimée à la Fédération de Russie et l’option de création d’un Etat indépendant de facto. En effet, la Constitution de Crimée de 1992 stipule que la République de Crimée est un Etat indépendant qui entretient des relations avec l’Ukraine sur la base d’un traité et d’accords, qu’elle exerce tous les pouvoirs étatiques (y compris, les relations avec des pays tiers) à part ceux qui sont délégués de son plein gré à l’Ukraine. L’Ukraine aura beaucoup moins d’influence sur la Crimée que l’UE a aujourd’hui sur ses Etats membres. La Crimée aura son propre système politique (avec un parlement et un président élu), son propre système juridique et judiciaire avec la supériorité du droit de la Crimée sur le droit ukrainien (sa Cour Suprême, sa Cour constitutionnelle, son Parquet), le système économique rattaché à l’Union douanière avec la Russie avec le rouble comme monnaie locale. De ce fait, les habitants de Crimée qui souhaiteraient que la péninsule reste rattachée à l’Ukraine dans le cadre d’une large autonomie actuelle, ne peuvent pas se prononcer sur cette option.

Deuxièmement, pour valider le résultat, il suffit d’obtenir plus de 50% des voix des électeurs ayant participé au scrutin, c’est-à-dire, qu’il n’y a aucun seuil de participation exigé, ce qui permet à une minorité d’imposer son choix à la majorité des habitants, si on prend en considération le boycott éventuel du vote par la communauté des tatares de Crimée et par la communauté ukrainienne. Vu les enjeux de ce scrutin, les modalités du vote ne sont pas du tout démocratiques. Par exemple, en France, la loi relative au référendum local fixe au tiers des électeurs inscrits le seuil de participation requis pour conférer au référendum local une valeur décisionnelle.

Troisièmement, la préparation et le déroulement du scrutin posent de très sérieuses interrogations sur son caractère démocratique vu la situation générale en Crimée. La péninsule est de facto occupée par l’armée russe, les unités ukrainiennes sont encerclées et les pouvoirs locaux ne sont plus contrôlés par les autorités ukrainiennes. Il faut ajouter à cela les entraves systématiques au travail des journalistes (d’ailleurs, les chaines de la télévision ukrainienne ne sont plus diffusées en Crimée elles sont  remplacées par des chaines russes), ainsi que les agissements des forces d’autodéfense prorusses et l’incapacité des forces de l’ordre locales de maintenir l’ordre public. Nous devons donc constater qu’il n’y a aucune possibilité d’assurer le fonctionnement normal des bureaux de vote ni de contrôler le déroulement du scrutin par des représentants des autorités ukrainiennes comme des observateurs internationaux et des médias indépendants.

Selon le responsable chargé de l’organisation de ce référendum, M. Malychev, les autorités de Crimée se préparent à imprimer 2,2 millions de bulletins de vote pour 1,8 millions d’électeurs, ce qui est une preuve supplémentaire que le gouvernement fantoche de M. Aksenov se prépare à bourrer les urnes.

Pour conclure, ce référendum a pour seul but de donner une apparence de légitimité à quelque chose de tout à fait illégitime depuis le début.  Le vote sera falsifié comme était falsifié le vote de nomination de M. Aksenov au poste de premier ministre de Crimée le 27 février dernier. Il s’agit d’un simulacre de référendum qui n’a rien à voir avec un vote d’autodétermination des habitants de Crimée. La Russie a organisé en 2013 un referendum semblable en Tchétchénie afin d’imposer une nouvelle constitution tchéchène avec 80% de participation.

9 de marzo – Si Rusia no cesa en sus intentos de anexionar Crimea, las relaciones diplomáticas entre los Estados Unidos y la Federación Rusa serán imposibles. Así lo anunció el secretario del Estado de los Estados Unidos, John Kerry en conversación telefónica con el ministro de exteriores ruso, Sergey Lavrov.

9 de marzo – Miembros de la OTAN: los Estados Unidos, Rumanía y Bulgaria, comenzaron unas maniobras militares de emergencia cerca de la costa ucraniana.

9 de marzo – En Simferopol fue arrestado y secuestrado el líder de la comunidad ucraniana de Crimea.

9 de marzo – En Crimea, en la aldea Chornomorske, militares rusos ocuparon un puesto fronterizo ucraniano. Todas la unidades ucranianas siguen bloqueadas por las tropas rusas. De vez en cuando los rusos presentan ultimátum e intentan asaltar cuarteles de las unidades ucranianas. Ninguna unidad ucraniana se ha rendido a los rusos.

9 de marzo – El buque insignia de la Marina Rusa del Mar Negro, el crucero portamisiles “Moskvá” tomó rumbo a la Ucrania continental, con propósito hacer acto de la presencia militar rusa cerca de la zona de las maniobras conjuntas de la flotas de los Estados Unidos, Rumanía y Bulgaria, que han comenzado el 10 de marzo.

9 de marzo – Rusia fortalece su presencia militar en Crimea – se está desplazando desde Chechenia la 18 brigada especial de infantería motorizada. Ademas, se está fortaleciendo la presencia rusa en la autoproclamada Republica de Transnistria. Solo durante de las últimos 24 horas a esta región de Moldavia se han desplazado unos 700 soldados de las fuerzas especiales rusas.

9 de marzo – En Simferopol, junto al monumento al poeta ucraniano Taras Shevchenko se celebró una manifestación cuyos participantes protestaron contra el referéndum del 16 de marzo acerca de la separación de Crimea de Ucrania.

9 de marzo – en Sevstopol hubo una pelea entre activistas prorusos y ucranianos cerca del monumento de Taras Shevchenko, donde se celebraba una manifestación con el motivo de bicentenario del nacimiento del gran poeta ucraniano.

La Russia ha effettuato un atto di aggressione nei confronti dell'Ucraina. Le truppe russe sono entrate nella regione.Per questo abbiamo trovato il coraggio di informarvi di ciò che sta accadendo in Ucraina. E' un'ulteriore punto di vista. Ma cercheremo di essere il più obiettivi possibile.

9 marzo - Se la Russia non abbandona i tentativi di annettere la Crimea, le relazioni diplomatiche tra Stati Uniti e la parte russa diventeranno impossibili. Ciò è stato annunciato dal Segretario di Stato degli Stati Uniti John Kerry nel corso di una conversazione telefonica con il ministro degli Affari Esteri della Federazione russa Sergei Lavrov. 

9 marzo - Paesi della NATO: Stati Uniti, Romania e Bulgaria stanno iniziando gli addestramenti militari di emergenza nei pressi delle coste ucraine. 

9 marzo - A Simferopoli è stato arrestato e rapito il leader della comunità ucraina della Crimea. 

9 marzo - In Crimea, nel villaggio Chornomors'ke, i militari russi hanno preso il controllo del posto di controllo della frontiera ucraina. Tutte le unità militari ucraine in Crimea sono bloccate dalle truppe russe. Periodicamente ad essi viene posto un ultimatum perché si arrendano. Periodicamente le truppe occupanti russe e i separatisti filorussi  cercano di prendere d'assalto le unità militari ucraine. Nessuna unità militare finora si è arresa.

9 marzo - La nave ammiraglia della flotta russa del Mar Nero, l'incrociatore missilistico "Moskva", si è diretta verso la costa dell'Ucraina. Lo scopo è quello di dimostrare la presenza militare russa nei pressi della zona delle esercitazioni delle Marine degli Stati Uniti, della Romania e della Bulgaria che iniziano il 10 marzo. 

9 marzo - La Russia rafforza la propria presenza militare in Crimea - trasferisce la 18esima brigata di fanteria meccanizzata dalla Cecenia. Nello stesso modo, essa cerca di potenziare la sua presenza nella regione di Prydnistrovya della Moldavia, controllata dai suoi militari: nel corso delle ultime 24 ore in questa regione sono stati trasferiti 700 militari delle forze speciali.

9 marzo - A Sevastopil' la manifestazione in occasione del bicentenario della nascita di Taras Shevchenko ha dato luogo ad uno scontro tra attivisti filorussi ed ucraini vicino al monumento di Shevchenko. 

9 marzo - A Luhans'k gli attivisti filorussi hanno preso il controllo dell'ufficio dell'amministrazione regionale. 

9 marzo - In Crimea molti dei giornalisti sono stati rapiti e portati a Sevastopil'.

Allora, è arrivato il turno dell’Ucraina. Dopo cinque anni e mezzo dopo la guerra del 08.08.08 contro la Georgia, l’esercito russo, utilizzando la bandiera della così detta l’“autodifesa di Crimea”, hanno invaso il territorio  dell’Ucraina e tenta di installare il regime occupazionale sulla penisola. Per adesso solo lì.

Si, loro non hanno ancora abbandonato totalmente l’involucro giuridico, ma le norme fondamentali del diritto internazionale sono state violate. Il Ministero degli Esteri ucraino ha già annotato questo  con chiarezza, e V. Putin alla sua conferenza stampa del 4 marzo 2014 – ha confermato. In ogni caso, ci sono delle parole persuasive del presidente russo sulla negazione da Federazione Russa delle responsabilità, firmate nel memorandum di Budapest del 1994. A proposito, se a Mosca hanno riconosciuto che in Ucraina c’è “lo stato nuovo”, allora dimostreremo loro questo e costruiremo uno stato realmente nuovo ed effettivo  (indiscutibilmente, fautore dell’Ucraina “vecchia”, soprattutto nella sfera dei doveri internazionali).

L’operazione in corso, il piano della quale, evidentemente, era preparato in anticipo, bisogna trattare come la tappa ordinaria della strategia russa riguardo l’Ucraina – una strategia di forzamento alla fratellanza. Ricorderemo, che questa strategia si sta chiaramente realizzando, in ogni caso, ultimi cinque - sette anni, se non tutti 10.

E se il 2 marzo 2014, tra due giorni dopo l’inizio dell’intervento, il presidente della Federazione Russa Putin nella telefonata con la Cancelliera Angela Merkel, ha dato il consenso all’arrivo della commissione di monitoraggio in Crimea, il giorno dopo ha dato l’ordine di conclusione delle esercitazioni di largo raggio nelle circoscrizioni militari dell’Ovest e del Centro e del ritorno dell’esercito sui posti della dislocazione permanente. Gioire e gridare della vittoria è troppo presto – l’operazione è nel pieno. E’ evidente che l’analisi del corso e dei risultati delle azioni russe, e della risposta ucraina, sono ancora nel futuro, però già oggi è possibile elencare le deduzioni particolarmente, come sembra, importanti.

Per primo, il sistema russo di influenza sulla politica economica e politica dell’Ucraina è nella crisi profonda. Per la prima volta in 23 anni il Cremlino non spera all’efficacia delle leve in essere e ha deciso di utilizzare l’ultimo argomento – la forza militare. La risposta sul perché il Cemlino non ha aspettato  e non ha ripetuto l’esperienza  vantaggiosa dell’anno 2005, quando dopo mezzo anno i leader rivoluzionari si sono azzuffati tra di loro nella lotta per il potere ed hanno permesso di rimettere al governo V.Yanukovych, realmente, è molto semplice. La Mosca non ha più Yanukovych, egli è già la pallottola usata, di ciò si è espresso chiaramente Putin, e gli altri partner, pronti per gli accordi, sono adatti non in tutto. Però, non bisogna negare anche gli altri motivi.

Per quanto tra di essi è importante il fattore psicologico, così detto “il distacco dalla realtà” (come da precisa l’osservazione di Merkel), e per quanto esiste il calcolo razionale – la questione è molto contesa. E’ chiaro uno solo: in corso è la battaglia non solo per il futuro dell’Ucraina, in corso è la battaglia per il futuro della Russia. V. Putin sta lottando per il Cremlino. E in questa lotta, purtroppo, lo sostengono non pochi russi. Dai risultati di alcune agenzie sociologiche russe (alle quali, però, è difficile credere), pure a Mosca il 51% dei cittadini sostiene l’invasione.

Per secondo, la posizione e la reazione dell’Occidente non turba più di tanto i dirigenti di Cremlino. Si, certamente, l’esclusione della Russia dal G8 – non è gradevole, però non è mortale, come, d'altronde, le sanzioni economiche indirizzate, le quali chi sa quando saranno inserite e se saranno mai inserite. La risposta moderatamente severa dell’Occidente, oltre poco probabile l’intervento militare, in qualche modo  pure contribuisce al raggiungimento degli scopi interni sulla consolidazione del popolo russo intorno ai leader attuali. Nello specchio ricurvo della propaganda di Cremlino trovano le conferme le idee segrete sul  complotto internazionale contro la Russia. Nelle condizioni delle minacce esterne V. Putin dalla figura un po’ contraddittoria si trasforma  nell’unico difensore del paese. I cavalli non vengono cambiati  sull’attraversamento. Questa considerazione prevale su tutte le altre.

Per terzo, il regime russo sta vivendo una trasformazione profonda. Per il mantenimento dell’autoritarismo soft delle risorse in Russia non ce ne sono più. Esse, in gran parte, sono state trafugate, e non poche sono state mangiate. Davanti ai nostri occhi il regime si irrigidisce, e probabile, si sta avvicinando agli esempi di quali solo un cenno fa raggelare il sangue. Indubbiamente, la polizia russa mai era l’esempio di un atteggiamento umano verso i manifestanti, ma fermare le persone con i manifesti fatti a mano “ La pace al mondo” – questo, certamente, è qualcosa di nuovo pure per la Mosca. La propaganda russa non si distingueva mai per la particolare esigenza. Però la situazione attuale – questo è troppo anche per i tempi di Brezhnev. Le centinaia di migliaia di profughi che parlano russo, i quali sono stati torturati nelle “metropolitane di banderivtsi” di Luhansk, Lviv ecc,- è il fenomeno principalmente nuovo. Realmente, se Napoleone avesse avuto il giornale “Pravda”, più preciso, RTR (*la radiotelecompagnia russa), in questo caso la  Francia non avrebbe mai saputo di Waterloo.

Per quarto, ancora una volta ha trovato la conferma il fatto che in Russia, una volta hanno creduto nella propaganda russa, hanno l’immagine molto debole della situazione in Ucraina. I miti su due Ucraine, su  profonda, quasi non civile, differenza tra Lviv e Donetsk, su aspirazione dell’Ucraina Occidentale e Meridionale per la Russia, su assenza in Ucraina delle Forze Armate e ancora tanti altri aspirano le azioni dei russi.  L’aggressore aspettava il pane con il sale, i fiori e l’entusiasmo delle folle gigantesche, ma perfino in Crimea ha incontrato l’atteggiamento abbastanza diffidente. Certamente, parecchie persone approvano l’esercito russo, non di meno – sono indignate, ma la maggioranza assoluta è impaurita e si è nascosta per il tempo. Le Forze Armate ucraine mostrano la tenacia e l’autocontrollo.  E questo avviene in una regione ucraina il più pro russa. Cosa sarà in seguito?

E’ sintomatico anche l’esempio con il motivo giuridico dell’invasione. Senza a disposizione dei fatti sulla violazione dei diritti della popolazione che parla russo in Ucraina, l’ambasciatore della Federazione russa in ONU V. Churkin ha riferito all’invito del presidente dell’Ucraina V. Yanukovych, il quale de jure i russi intendono il presidente effettivo. Con questo i russi hanno mostrato la pigrizia di analizzare la legislazione dell’Ucraina. La Costituzione dell’Ucraina e la Legge “ Sull’ordine di ammissione delle truppe di stati esteri sul territorio dell’Ucraina” statuiscono che la decisione del Presidente sull’accesso è in vigore solo dopo il consenso del Consiglio Supremo, la legittimità del quale è stata approvata da Putin stesso. La stessa Legge statuisce, che in caso di intrusione negli affari interni dell’Ucraina, l’esercito dell’altro stato deve essere immediatamente portato fuori dal territorio ucraino. Per questo la dichiarazione di Yanukovych bisogna trattare solo come la dichiarazione di un privato agli organi statali di Federazione Russa, la quale non ha nessun valore pubblico-giuridico. 

Per quinto, pensata e pianificata, come pare, come l’attacco esplorativo, l’operazione perde forzatamente e molto velocemente il suo carattere limitato. La Crimea sta diventando solo la sua prima tappa. I russi, probabilmente, senza la loro volontà, hanno fatto in Ucraina il passo deciso e hanno impegnato abbastanza cospicua quantità delle riserve nascoste. Le forze mancano catastroficamente, i russi sono costretti di introdurre qualcosa “messo da parte”. Il personale e  le possibilità, che si preparavano per i decenni, “bruciano” durante la settimana. Si è intrecciato tutto – la presunzione, la tradizionale speranza al caso, il disprezzo per i ”khohly”(*gli ucraini)-mangiatori di lardo, la percezione del carattere determinante della fase attuale del conflitto…

Occorre particolarmente ringraziare il presidente russo – egli al posto nostro forma per l’Ucraina il criterio universale di lustrazione. I mezzi toni si cancellano, e si genera la chiarezza estrema – con chi siete voi, i maestri della politica, sicurezza e cultura. Con l’Ucraina o con Putin? E le formule, solo ieri così comode per tanti, perdono il senso assoluto e qualsiasi. Poiché, in realtà, la domanda è una sola…

Per sesto,  sempre più chiara sta diventando la dottrina russa, che si sta realizzando in questo conflitto.  La sua base si fonda sull’utilizzo delle strutture marionette con lo scopo di realizzare le azioni che rispecchiano  le “tecnologie” di Maydan. In Ucraina i russi cercano di reagire non proprio direttamente, ma tramite suddette forze  di autodifesa di Crimea e delle regioni Sud-Orientali dell’Ucraina. Occupare le strutture amministrative e altre importanti, il blocco delle sezioni militari ucraini si realizza come dalle strutture indipendenti, dietro la schiena delle quali si nascondono i russi. Proprio di questo parlava V. Putin alla sua conferenza stampa.

Per settimo, per adesso i russi si trattengono dal fuoco aperto.  Ancora si conserva qualche speranza  sulla risoluzione pacifica del conflitto. Questa occasione bisogna sfruttare. Si, i russi non riconoscono il governo nuovo, si, loro sono mostruosamente presuntuosi, però parlare con loro è necessario. E le azioni del governo ucraino, del Ministero degli affari esteri in questa direzione meritano il rispetto profondo.  E’ necessario cercare di rinnovare il dialogo con Mosca. La condizione per questo deve essere il ritiro dell’esercito russo sui territori della dislocazione permanente e la cessazione di sostegno dei separatisti. E dopo questo è possibile ed è indispensabile parlare su tutto, poiché nessuno nega l’interesse dei russi in Ucraina. La ricerca dei compromessi osservando gli interessi reciproci nazionali è imprescindibile. Per quanto tutto questo è possibile adesso – è un’altra domanda. Però, tentar non nuoce 

Finalmente, per l’ultimo, però non per l’importanza. Gli eventi attuali hanno mostrato che l’Ucraina ha le Forze Armate. Anche nelle condizioni correnti loro sono in grado di risolvere le questioni difficilissimi. Attivamente e con successo operano gli ufficiali dei servizi speciali. Lo scopo nazionale principale è  fondare su questa base settore di sicurezza, in grado di garantire la sicurezza dello stato. Il potenziale per questo noi abbiamo.

Rosja dokonała aktu agresji przeciw Ukrainie. Wojska rosyjskie weszło na Krymie. Własnie dlatego mamy odwagę informować o wydarzeniach na Ukrainie. Jest to kolejny punkt widzenia. Staramy się też być obiektywnymi. 9 marca – Jeśli Rosja nie pozostawi prób anektowania Krymu, dalsze stosunki dyplomatyczne między USA i stroną rosyjską będą niemożliwe. O tym w trakcie rozmowy telefonicznej z ministrem spraw zagranicznych Rosji Siergiejem Ławrowym powiedział Sekretarz Stanu USA John Kerry.

9 marca – Kraje NATO: Stany Zjednoczone, Rumunia i Bułgaria zaczynają nadzwyczajne ćwiczenia wojskowe pobliżu wybrzeża Ukrainy.

9 marca – W Symferopolu został aresztowany i porwany przywódca społeczności ukraińskiej na Krymie.

9 marca – Na Krymie w miejscowości Czornomorskie żołnierzy rosyjscy zajęli ukraińską strażnicę graniczną. Wszystkie ukraińskie oddziały wojskowe na Krymie są zablokowane przez rosyjskich żołnierzy. Periodycznie im ogłaszają ultimatum o poddaniu się. Tak samo periodycznie rosyjskie siły okupacyjne i prorosyjskie separatyści próbują szturmować placówki wojsk ukraińskich. Żadna ukraińska jednostka wojskowa nie poddała się okupantom rosyjskim.

9 marca – flagowiec Floty Czarnomorskiej Rosji krążownik rakietowy "Moskwa" ruszył w stronę lądowej części Ukrainy. Cel – demonstracja obecności rosyjskiej pobliżu ćwiczeń wojskowych US Navy, floty Rumunii i Bułgarii, jakie zaczynają się 10 marca.

9 marca – Rosja wzmacnia swoją obecność wojskową na Krymie, przerzuciła Osiemnastą osobną motorową brygadę piechoty z Czeczenii. Jednocześnie wzmacnia ona swoją obecność w kontrolowanym przez rosyjskich żołnierzy terytorium Mołdawii – okupowanym enklawie Naddniestrza. Za ostatnią dobę do tego regionu Mołdawii przerzucono 700 bojowników specjalnego przeznaczenia.

9 marca – W Symferopolu odbył się wiec pod pomnikiem ukraińskiego poety Tarasa Szewczenki, uczestnicy którego protestowali przeciwko przeprowadzenia referendum w dniu 16 marca o oddzieleniu Krymu od Ukrainy.

9 marca – W Sewastopolu zdarzyła się bójka między aktywistami prorosyjskimi i ukraińskimi w pobliżu pomnika Tarasa Szewczenki na wiecu z okazji 200. rocznicy urodzin wieszcza ukraińskiego.

9 marca – W Ługańsku aktywiści prorosyjskie zajęli budynek administracji regionalnej.

9 marca – Na Krymie masowo zatrzymują i wywożą do Sewastopola dziennikarzy.

Novidades de 9 de Março:

Se a Rússia não deixa as tentativas de anexação da Criméia, relações diplomáticas entre os Estados Unidos e a Rússia serão impossíveis. Secretário de Estado dos EUA John Kerry disse isso durante uma conversa por telefone com o chefe do Ministério dos Negócios Estrangeiros da Federação Russa Sergey Lavrov.

Os países da OTAN: Estados Unidos, Roménia e Bulgária estão começando o treinamento militar de emergência perto de costa da Ucrânia.

Em Simferopol líder da comunidade ucraniana da Criméia foi preso e sequestrado.

Na Criméia na aldeia Chornomorske as tropas russas tomaram ucraniano posto de fronteira. Todos militares na Criméia são bloqueados por tropas russas. Periodicamente, unidades ucranianos recebem um ultimato para a rendição. Periodicamente russas forças de ocupação e os separatistas pró-russos estão tentando invadir as unidades militares ucranianas.  Nenhuma unidade militar ucraniana rendeu-se aos russos.

Navio almirante da Frota do Mar Negro da Rússia cruzador de mísseis "Moscovo" dirigiu-se para a parte continental da Ucrânia. Objetivo é demonstrar a presença militar da Rússia perto de zona de treinamentos das forças navais dos Estados Unidos, Roménia e Bulgária que vão começar dia 10 de Março.

Rússia está reforçando a presença militar na Criméia - enviou 18a separada Brigada de Infantaria Motorizada da Chechênia. Da mesma forma a Rússia está fortalecendo a sua presença na região moldava de Transnístria que é controlada por suas forças armadas – durante último dia enviaram 700 combatentes de propósito especial nesta região da Moldávia.

Em Simferopol foi realizada uma reunião perto de monumento do poeta ucraniano Taras Shevchenko, cujos membros protestaram contra a realização de um referendo sobre a separação da Crimeia da Ucrânia em 16 de Março.

Em Sebastopol aconteceu uma luta entre ativistas pró-russos e ucranianos perto de monumento do Shevchenko na reunião que foi dedicado ao aniversário de 200 anos do nascimento de Taras Shevchenko.

Em Lugansk ativistas pró-russos ocuparam a administração regional.

Na Criméia detiveram jornalistas em massa e entregá-los para Sebastopol.

9 марта - Флагман Черноморского флота России ракетный крейсер "Москва" взял курс в сторону материковой части Украины – в направлении Одессы и Херсона. Цель - продемонстрировать российское военное присутствие вблизи района учений ВМС США, Румынии и Болгарии начинающихся 10 марта.

9 марта - Россия усиливает свое военное присутствие в Крыму - перебрасывает 18-ую отдельную мотострелковую бригаду из Чечни. Так же она усиливает свое присутствие в контролируемом ее военными молдавском регионе Приднестровье - за последние сутки до этого региона Молдовы переброшены 700 бойцов специального назначения.

9 марта - В Симферополе состоялся митинг у памятника украинского поэта Тараса Шевченко, участники которого протестуют против проведения референдума 16 марта об отделении Крыма от Украины.

9 марта - В Севастополе произошла потасовка между пророссийскими и украинскими активистами возле памятника Шевченко на митниге, посвященном 200 летию со дня рождения Тараса Шевченко.

9 марта - В Луганске пророссийские активисты захватили областную администрацию.

9 марта - В Крыму массово задерживают и увозят в Севастополь журналистов.
